Are we moulding it, or, is it tilting towards a bipartisan, selfish and authoritative legislature, that’s the parliament or the national assembly? The legislature is one of the three arms of the government. The others are the Executive and the judiciary.

The parliament is the supreme organ of the government that has been mandated by the Kenyan’s constitution to enact laws, amend, repeal or ratify any law that can be incorporated in the constitution. The legislature is composed of members of parliament, who are people’s representative in the house and that are why they are elected by people themselves.

The institution of the National Assembly is headed by the speaker, who is elected by the members of parliament. The parliament is guided by the traditions, standing orders and privileges, which were heavily inherited from the House of Commons that are from our colonial master. These set up of rules are clearly respected and observed by the members of parliament. According to the tradition of the parliament when it reaches a time like this, they do break for recess to visit their constituents. And, as their employer, we must scrutinize their performance and gauge them as we write our report cards.

According to our reports cards, in regard, to the last session of the August House’s performance it’s below the par. Going by the occurrences that happened in that House calendar, it’s now dawning that the parliament has started to assert itself out of the contrary and they are going beyond their mandate. It’s now turning out to be a suppressive, oppressive, greed, selfish, bipartisan and authoritative House.

Most Kenyans are cursing the members of parliament for their actions, and as per their report cards, come 2012, they will terminate their contracts with them.

These Honorable members do pocket a lumpsum hefty package and allowances which are seconded by grants and loans, at the expense of the Kenyan people. But, in comparison with the amount of time they spare for debating sessions in the chambers, which is frequently hit by lack of quorum, and the amount they are been paid, it’s a total contrast.

Secondly, they have refused to remit taxes on their allowances, after they rejected to amend a section of law which would have guaranteed taxation section of law which would have guaranteed taxation of their allowances. After the former finance had proposed in his last budget that he intended to amend that the section and create a room for their taxation. Instead, they sacrifice him by moving a censure motion against him, and what kind of betrayal from our leaders.

They also perfected the art of sabotaging major bills in the house until their selfish interest are catered for. These acts portrays them as greed and selfish and they are acting like the cartels or pirates who hold the government at a ransom. They first frustrated and sabotaged financial bill until a clause that included their taxation is excluded. Then, they frustrated the constitional amendedment bill despite the president’s rigorous consultative campaign to have the bill passed.
