…….The Integrated Financial Management Information System {IFMIS}….What is in it,or,has it become the necessary evil that’s being used as a scapegoat by theĀ  corrupt barons,tsars and government officials to loot from the public purse.And,it is evident currently that Integrated Financial Management Information System is in bad books…heaps of blame and doubts have engulfed the whole technical system…..It is trending all for a bad reason.

The tsars of corruption are using propaganda to condemn the system to conceal their financial fraud and misappropriations.The blame on Integrated financial management information system is ill-conceived as is a poorly disguise excuse for fraud.

According to financial experts ,Integrated financial management information system,is reportedly being used by corrupt government officials in conduit with corrupt tsars to steal from the public coffers through dubious corrupt deals and double payments.From National Youth Service ,and,Ministry of Health, scandals ,it has unfolded a trail of how these corrupt barons and government officials conspired to loot from the public purse.

But,what is Integrated Financial Management Information System {IFMIS} ? It is an integrated financial technology based accounting software whose central purpose is to oversee the implementation of a unified financial management system and it’s adopted across all the government ministries ,counties and state institutions and departments.

And,according to financial experts ,this accounting software has made a tremendous contribution to improving transparency and accountability in all government functions .Integrated financial management information system is a globally accepted system that has served other countries well.Like any other information communication technological system ,IFMIS ,is just as good as it’s user.

But,why is Integrated Financial Management Information System facing a backlash? Is it a sieve that’s leaking with loopholes? Has the system served it’s purpose ,and,has it served us well in our financial managements?

Methinks that the Integrated Financial Management Information System is the best option we can have and we should embrace it in our financial managements. IFMIS is not to blame for corruption.The blame on IFMIS is ill conceived as is a poorly disguise excuse for fraud .It is laughable to try to blame the loss of funds and accountability failures on a technical system.

A system that was introduced by the government ostensibly to streamline financial transactions has dominated media reports in recent times in light of the cases of massive corruption at the National and Counties governments has faced manipulation by the government officials so that they can perpetuate corruption .Then they blame the system for systemic failures.

The system must not be used as the putative reason for national and counties governments are losing money. There are dubious characters who manipulates the system and they must be arrested ,prosecuted and punished if found guilty .When national and Counties governments fail to account for millions in their vaults ,then someone must be responsible for it and must be held to account.

According to Daily Nation columnist ,Jaindi Kisero,in his opinion piece,had written that,Kenya’s corruption tsars have perfected looting through Integrated financial management information system.”I was tempted to conclude that our local cowboys learnt the tricks of how to use IFMIS to siphon money from the public purse”.

The Commission on Revenue Allocation,has also defended the system ,giving it a clean bill of health and also saying that the theft should be blamed on individuals.

But,the Governors council has all along been condemning the system blaming it for systemic failures which can lead to the loss of funds and fraud in their Counties.They argue that the system is inefficient and prone to hacking by fraudsters.They further argue that they want IFMIS to be reviewed to curb corruption despite the National Treasury’s assurance that it is reliable and cannot be manipulated .

In particular,Tharaka-Nithi ,Governor,Samuel Ragwa ,suggested that the National Treasury should go back to the old banking system to avoid theft of public funds and delay when processing funds.He said that the IFMIS isn’t reliable and could be exposing public funds to theft .The old system is most reliable and should be adopted as the government works on efficiency of the IFMIS.

But,Ethics and Anti Corruption Commission,and Treasury have pledged to audit Integrated Financial Management Information System to identify it’s weaknesses and make recommendations on how to fix them
